THE SECRETARY,
Sir,
I am directed by Mr.Secretary Thomas to
request you to inform the High Commissioner that in
consequence of a request made by Messrs. Gibb,
Livingston and Company, Agents in Hong Kong for the
Administration of Western Samoa, the Secretary of
State for the Colonies has recently given his consent
to the insertion of an additional clause in the
following terms in the agreements to be signed on
their arrival in Western Samoa by labourers recruited
in Hong Kong for service in Western Samoa:

Overhead charges.
"Labourers who are unemployed of their
own fault or leave their employers
without valid reason will be called upon
to pay their own overhead charges viz, nine
(9) pence per day during the time they are
out of employment."
